1. Introduction
These Terms of Service govern the use of the Lex Alert platform (the “Platform”), available at:
The Platform is software as a service (SaaS) that automatically monitors publications in the State Gazette (Държавен вестник) and sends personalised notifications.
By using the service, you agree to these terms.
2. Service provider
- Provider: Dimitar Ivanov - creator of the Platform, an information society service provider within the meaning of the Bulgarian Electronic Commerce Act (hereinafter the “Provider”)

3. Nature of the service
The Platform provides:
- automatic monitoring of publications;
- matching against user-defined rules;
- email notifications;
- webhook integrations;
- subscription access to features.
The Platform is not an official source of legal information. The official source remains the State Gazette.
4. Account registration
The user must:
- provide a valid email address;
- keep their information up to date;
- keep their access secure.
Minimum age: 18 years.
The user is responsible for all actions taken through their account.
5. Subscriptions and payments
5.1 Payment processor
Payments are processed by Stripe, Inc. The Platform does not store card details.
5.2 Subscription model
Subscriptions:
- are billed periodically;
- renew automatically;
- can be cancelled at any time.
Access remains active until the end of the paid period.
5.3 Refunds
Unless the law requires otherwise, and except for a withdrawal under section 5.5, subscription fees paid for a period that has already started are not partially refunded.
5.4 Promotions and special terms
Special terms may apply to individual promotions, e.g. the First Subscribers Program Terms. On the matters they cover, special terms take precedence over these Terms of Service.
5.5 Right of withdrawal
A consumer may withdraw from the subscription contract without giving a reason and without any penalty within 14 days of the subscription’s first charge. The Provider refunds all amounts paid for the subscription in full, and the subscription ends immediately. This is more generous than the statutory period, which runs from the conclusion of the contract.
Before the first charge (e.g. during the trial period), the subscription can be cancelled at any time at no cost.
You can withdraw in either of these ways:
- with the “Withdraw from contract” button under Settings → Billing in the app, available for the whole 14-day period;
- by sending an unequivocal statement or the model withdrawal form (Annex 1) to contact@lexalert.bg.
The Provider confirms receipt of the withdrawal by email. Refunds are made without undue delay and no later than 14 days after the withdrawal is received, using the payment method used for the payment.
5.6 Complaints and dispute resolution
Complaints are sent to contact@lexalert.bg. The Provider replies within 14 days.
Consumers can also turn to alternative dispute resolution: the General Conciliation Commission at the Bulgarian Commission for Consumer Protection, or to the competent court.
6. Acceptable use
The user agrees NOT to:
- use the service for unlawful purposes;
- compromise the security of the system;
- reverse engineer it;
- overload the infrastructure;
- circumvent plan limits;
- extract data from the service automatically and in bulk, or use it to train or build competing artificial intelligence models.
7. Webhook integrations
Webhook URLs are configured by the user.
The user is responsible for:
- the security of their endpoint;
- the processing of the data received.
The Platform is not responsible for external systems.
8. Service availability
The Platform aims for high availability but does not guarantee uninterrupted operation.
The following may occur:
- maintenance;
- updates;
- technical interruptions.
9. Limitation of liability
To the maximum extent permitted by law, the Platform is not liable for:
- lost profits;
- business losses;
- decisions made on the basis of notifications;
- delayed or missing publications.
Some publication data (e.g. structured fields) is extracted automatically with artificial intelligence and may contain errors. The text published in the State Gazette prevails.
The service is provided “as is”.
10. Intellectual property
All rights in:
- the software;
- the design;
- the system logic;
- the Lex Alert trademark
belong to the Provider.
The user receives a limited, non-exclusive right of use.
11. Termination
The Provider may terminate access in case of:
- breach of these terms;
- abuse of the system;
- non-payment.
The user may delete their account at any time.
12. Personal data protection
The processing of personal data is governed by the Platform’s Privacy Policy.
13. Changes to the service
The Platform may:
- add features;
- remove features;
- change plans and prices.
Material changes are announced in advance. New versions of the Terms of Service are published at lexalert.bg/en/terms with a number and date; previous versions remain available (e.g. version 1). Changes do not affect perks granted under special terms (section 5.4), except as far as those terms allow.
14. Governing law
The law of the Republic of Bulgaria applies. Disputes are settled by the competent Bulgarian court.
These Terms of Service are drawn up in Bulgarian and English. If the two versions differ, the Bulgarian version prevails.
